2017 TPS Levy Information Sessions - Presentation

Closure of The Australian College of Hair Design and Beauty Pty Ltd

The Tuition Protection Service (TPS) is aware that The Australian College of Hair Design and Beauty Pty. Ltd. has ceased its operations as of 8 February 2017.

2017 TPS Levy - Provider Information Sessions

To facilitate the collection of the 2017 TPS Levy, the TPS Director Mr Vipan Mahajan will be conducting information sessions for all CRICOS providers. The sessions will take place in February 2017 in Adelaide, Perth, Melbourne, Hobart, Canberra, Sydney and Brisbane.

The sessions will inform providers about the Education Services for Overseas Students (TPS Levies - Risk Rated Premium and Special Tuition Protection Components) Instrument 2016, which was finalised on 15 December 2016.

Following the TPS Levy information sessions, providers will get updates from:

  • The Overseas Students Ombudsman on their role and recent work (Sydney, Melbourne and Brisbane sessions only);
  • The ESOS Policy team with details of a public consultation process on proposed changes to the National Code of Practice for Providers of Education and Training to Overseas Students 2007 (National Code).

Australian Institute of Technology and Management

The Tuition Protection Service (TPS) has been advised today that the Australian Institute of Technology and Management Pty Ltd (AITM) will cease teaching courses to its international students as of Friday 11 November 2016.

The Tuition Protection Service (TPS) is proposing to host a student meeting for all affected international students next week.

The purpose of the meeting is to provide information to you on how you can continue your studies with minimal disruption or get a refund of any unspent tuition fees you may have with AITM.

Keep checking the TPS website as new information will be posted, as it becomes available.

Higher Education students of Australian Institute of Professional Education

As you may be aware, on 6 October 2016, Australian Institute of Professional Education Pty Ltd (AIPE) was placed into liquidation. The Liquidators advised on Monday 31 October 2016 that there will be no more Higher Education classes held at AIPE after Friday 4 November 2016.

The Tuition Protection Service (TPS) will be holding a student meeting for international Higher Education students only on Thursday 3 November 2016 at 10am (9.30am registration). The meeting will be held at the premises of AIPE at Level 11, 160 Sussex Street Sydney.

The purpose of the meeting is to provide information to you on how you can continue your studies with minimal disruption or get a refund of your unspent tuition fees you may have with AIPE.

A representative from the Department of Immigration and Border Protection (DIBP) will be at the meeting to answer any visa related questions you may have.

Important: Please ensure you bring your photo identification (e.g student identification, passport or drivers license), contact details and details of your enrolment for access into the meeting. The meeting is critical for you to attend.

ELICOS Students of Australian Institute of Professional Education

As you may be aware, on 6 October 2016, Australian Institute of Professional Education Pty Ltd (AIPE) was placed into liquidation. The Liquidators advised on Tuesday 18 October that there will be no more ELICOS classes held at AIPE after 21 October 2016. At this stage, the liquidator has continued teaching the VET and Higher Education courses.

The Tuition Protection Service will be holding a student meeting for ELICOS students only on Tuesday 25th October 2016 at 11am. Registrations open at 10:30am, and is open to students only. The meeting will be held at the premises of AIPE located at Level 11, 160 Sussex Street Sydney.

The purpose of this meeting is for the TPS to provide information to you to enable you to continue your studies with minimal disruption or how to claim a refund of your unspent tuition fees from the TPS. You will also have an opportunity to meet with alternative providers identified by the TPS for continuation of your current and future studies. A representative from the Department of Immigration and Border Protection would also be present at the meeting to answer visa related questions.

If you decide to accept an enrolment with one of the providers identified by the TPS, you may be able to complete your enrolment with the relevant provider.

IMPORTANT: Please bring your photo identification (e.g. student identification, passport or drivers licence), contact details and details of enrolment for confirmation for access into the meeting. This meeting is critical for you to attend.

Australian Institute of Professional Education (AIPE)

The Tuition Protection Service (TPS) has been made aware that the Australian Institute of Professional Education has entered into voluntary liquidation on Thursday 6 October 2016.

If you are a student currently enrolled with AIPE and have any concerns or questions regarding continuation of your studies, you should contact the TPS Administrator either by phone; within Australia (02) 6271 3440; outside Australia +61 2 6271 3440; or via email administrator@a.tps.gov.au.

The TPS may arrange a number of student meetings next week, details of these meetings will be posted on the website as soon as they are confirmed. Please keep checking the website to find out the latest information about the student meetings.

Tuition Protection Service Advisory Board - Draft advice and recommendations for 2017 TPS Levy settings

The TPS Advisory Board has released a draft of its advice regarding the TPS levy settings for 2017. The board's draft recommendations are that:

  • the specified percentage rate for the risk rated premium component of the levy be reduced from 0.10 per cent to 0.08 per cent which will benefit those providers who are required to pay the risk rated premium (non-exempt providers); and

  • the special protection component of the levy not be activated in 2017.

The TPS Director has provided a copy of this advice to the international education sector peak bodies and is planning to meet with them to discuss the draft advice over coming weeks. A copy of the draft advice can be viewed by clicking here.

ESOS Refund Calculations Instrument

The Education Services for Overseas Students (Calculation of Refund) Specification 2014 (refund specification) takes effect from 1 July 2014. The refund specification is available on the Federal Register of Legislation website. This refund specification combines the previous two legislative instruments that were in operation. The refund specification is simpler and more clearly articulates refund calculations in cases of visa refusal and where there is no compliant written agreement between the education provider and the student.

The official explanatory memorandum is available on the Federal Register of Legislation website. A fact sheet has also been developed to assist providers in understanding the amendments.
